Parking at Virginia Beach Courthouse at a premium

The Virginian Pilot writes that visitors to the courthouse have had their cars towed. Apparently the courthouse parking lot fills and the visitors park in the neighboring shopping center ignoring the signs that prohibit parking except for patrons of the center.
